Mandatory Testing and Certification of Telecom Equipment (MTCTE) is a Government of India programme administered by the Telecommunication Engineering Centre (TEC) under the Department of Telecommunications. Under MTCTE, every notified telecom equipment placed in the Indian market must be tested at a TEC-designated laboratory against the applicable Essential Requirements (ER) issued by TEC, and hold a valid TEC certificate before it can be sold, imported or connected to the Indian public telecom network. MTCTE has expanded rapidly since 2019 and now covers routers, switches, IP phones, PLC modems, ONTs, ONUs, GPON products, WLAN access points, feature phones, smartphones, media gateways, PBXs, video-conferencing systems and many more categories.

Regulatory framework
MTCTE is administered under Section 4 of the Indian Telegraph Act and the National Telecom Policy. TEC publishes an Essential Requirement document for each notified product family (there are now 100+ ERs live), covering functional, safety, EMC, security, radio and environmental parameters. The certification scheme has two phases — Simplified Certification Scheme (SCS) for lower-risk products and the General Certification Scheme (GCS) for the rest.
The TEC MTCTE process
Stage one is ER mapping — we identify the applicable ER document for your product family and read every parameter that must be tested. Stage two is test-lab liaison with TSDSI (Telecommunications Standards Development Society, India) or another TEC-designated lab. Stage three is the compliance and testing plan — safety and EMC parameters are typically tested at a separate lab from the telecom-specific parameters. Stage four is drafting and submission on the TEC MTCTE portal with all test reports, product datasheets, marking plans and manufacturer declarations. Stage five is scrutiny, clarification response and certificate grant.
Timelines and validity
An SCS certificate can be granted in 8–10 weeks from sample dispatch. GCS takes 12–16 weeks depending on the product's ER complexity. TEC certificates are typically valid for two to five years and are renewable on demonstration of continued compliance.
