Three LMPC certificates you should know about
- Importer LMPC under Rule 27 — issued by the Director of Legal Metrology at the central Department of Consumer Affairs. Mandatory for anyone importing pre-packaged commodities for retail sale.

Who needs an LMPC certificate?
LMPC applies to almost every consumer-facing packaged product — food, personal care, cosmetics, home care, electronics, apparel packaging, gifting, DTC subscription boxes, kitchenware and homeware. There are limited exemptions for industrial commodities sold in bulk to institutional buyers and for packages above 25 kg. Every other importer or packer needs LMPC.
Label declaration — the compliance battlefield
Rule 6 of the LMPC Rules requires every pre-packaged commodity to bear the manufacturer's or importer's name and address, common name of the commodity, net quantity in metric units, month and year of manufacture / import, retail sale price inclusive of all taxes (the MRP), consumer-care contact, and country of origin. Failure to comply with any of these on a single SKU can trigger a state-level detention. The LMPC application process
An importer LMPC application to the Director of Legal Metrology takes 30–45 days for processing when documentation is complete. The application requires the applicant's IEC, GST, PAN, incorporation certificate, list of commodities to be imported with their category classification, sample label artwork and a Rs 500 government fee. The application is reviewed for completeness, the declaration compliance is verified, and the certificate is issued for a period of five years.
